This paper aims to define the knotty depopulation problems which consist of complicated factors with systematization. At first, some advance investigations on depopulation in a few depopulated areas have been put in operation in order to establish depopulation problems used in the main investigation. Secondly, those depopulation problems have been systematized by applying DEMATEL method through the investigation into the actual condition in depopulated areas. Finally, in order to create a plan to counter depopulation problems measures based on those results are recommended.
