The effectiveness of the recovery program after disaster should be measured from the functional aspect of facilities rather than physical one. Unlike other facilities, network facilities such as road discharge its higher function as linkage points are extended in progress of recover. Thus, it is a vital problem to find a proper index for measuring function of the network facilities. Maximum flow index of the network theory can be applied to this problem. This paper took a road network system in Tokyo as the case study of its application. A computer simulation model was also developed to describe progress of recovery program and seven program alternatives were tested.
