The purpose of this paper is to analyze the spatial composition of building by-law housing in the outskirts of big cities of the late 19th century England, especially from the view point of comparative studies of the economically evolving countries. The conclusions are as follow: 1) By-law housing area showed the typical urban housing style of England. 2) It initiated the concept of regulating the urban space. 3) It was one of the typical residential styles in several coutries in the economicaly evolving era.
