The purpose of this study is to develop a city planning methodology which has a broad application basis, because city planning involves various complex objectives. This paper concludes that the procedure of city planning can generally be explained by a morphology of systems engineering, and that the system analysis techniques are effective tools for city planning. This paper also shows that analytical techniques in the phase of the program planning are available to establish the future goals of city planning.
