In 1895, A.H.Groom, a trader and a resident of Kobe, built a summer house near Mikuni pond on Mt.Rokkou. He was an avid sports enthuiast and established the first golf course in Japan on Mt.Rokkou. Foreign residents then developed the area into a small recreational resort community. It has since grown into a major resort area. The purpose of this paper is to explain how the Rokkou resort area has developed over the past century.
