DEVELOPMENT THROUGH PUBLIC-PRIVATE NEGOTIATIONS HAS BEEN INCREASING IN THE US. IT IS NOT ONLY INEVITABLE PHENOMENON OF THE TIMES BUT ALSO AN OPPORTUNITY FOR THE PUBLIC AND PRIVATE TO ACHIEVE OUTCOMES THAT THEY COULD NOT ACHIEVE ALONE. BUT IT RAISES A NUMBER OF ISSUES. THE AIM OF THIS PAPER IS TO SHOW THE TYPES OF NEGOTIATED DEVELOPMENTS AND THEIR ROOTS, TO EXAMINE HOW NEGOTIATION HAS AFFECTED THE DEVELOPMENT PROCESS, AND TO DISCUSS THE ISSUES IT RAISES AND THE WAYS TO SOLVE THEM.
