URBAN REDEVELOPMENT PLANS ARE OFTEN RESTRICTED BY THE SHORTAGE OF ROAD NETWORK CAPACITY. VIEWING THIS POINT IN REVERSE GIVES US THE POSSIBILITY OF MEASURING THE EFFECT OF ROAD NETWORK IMPROVEMENT IN TERMS OF THE VALUE OF AVAILABLE SPACE PRODUCED BY ITS IMPROVEMENT. THE MODEL PRESENTED IN THIS PAPER IS A MIXTURE OF A USUAL MAXIMUM ROAD NETWORK CAPACITY MODEL AND A HERBERT-STEVENS TYPE LAND USE ALLOCATION MODEL. THE MODEL IS APPLIED TO ESTIMATE THE EFFECT OF A ROAD IMPROVEMENT PLAN PROPOSED IN MATSUYAMA CITY.
