THE PAPER PRESENTS AN EVALUATION METHOD OF AN INTERCITY ROAD NETWORK TAKING INTO ACCOUNT DRIVING COMFORT OF ROADS. TO ESTABLISH THE METHOD, WE USED RESULTS OF PREFERENTIAL QUESTIONS BETWEEN HYPOTHETICAL SITUATIONS OF ROADS RELATED TO TIME, COST AND DRIVING COMFORT. FURTHERMORE, THE TIME CONVERSION FACTOR OF THE COMFORT WAS ESTIMATED BY CALIBRATING PARAMETERS OF THE LOGIT TYPE MODEL. FINALLY, USING THE PHYCOLOGICAL TRAVEL TIME, THE EVALUATION METHOD WAS APPLIED TO THE INTERCITY ROAD NETWORK IN THE TOHOKU DISTRICT. AS A RESULT, THE CITIES IN THE TOHOKU DISTRICT WERE CLASSIFIED INTO FOUR GROUPS ACCORDING TO THE CHARACTERISTICS OF THE COMFORT OF THE INTERCITY ROADS.
