THIS PAPER TRIES TO DEVELOP A PARTICIPATIVE SOCIAL SYSTEMS DESIGN APPROACH FOR EFFECTIVELY CREATING A VISION OF NEW CAPITAL OF JAPAN IN THE 21ST CENTURY, THAT IS REFERRED BY THE ACRONYM VACS-VISION AMALGAMATING AND CREATING SURVEY. THE MAIN PROCESS OF THE VACS IS TO CREATE A FUTURE'S SOCIAL VISION SHARED BY ALL PARTICIPANTS THROUGH COLLECTING AND SYNTHESIZING IMAGES AND IDEAS PRESENTED BY PARTICIPANTS. USING THE VACS, UNDER THE COOPERATION OF 1,922 PARTICIPANTS FROM NINE REGIONS, DIFFERENT GENERATIONSS AND PROFESSIONS, AND THROUGH THREE STEPS SURVEY, A DYNAMIC CAPITAL COMPLEX AS THE COMMON VISION IS CREATED. FURTHERMORE, THE MAGNIFICATION OF COMMON RECOGNITION AND THE ENRICHMENT OF EVERY PARTICIPAT'S PROPER IMAGE IS ACHIEVED. FROM THIS CONCRETE PRACTICE AND PARTICIPANTS' EVALUATION THE VACS IS AN EFFECTIVE APPROACH TO CREATE A VISION OF NEW CAPITAL.
