THE AIM OF THIS ARTICLE IS TO SUGGEST THE WAY OF IMPROVING THE HOUSING AND LIVING ENVIRONMENT IN SMALL-SCALE RESIDENTIAL DEVELOPMENTS IN THE SUBURB OF TOKYO METROPOLITAN AREA. FOR THAT, IT IS NECESSARY TO GRASP THE ACTUAL CONDITIONS AND CONSCIOUSNESS OF THE INHABITANTS THERE, THEREFORE THE INQUIRY IS CARRIED OUT TO THEM IN THE CITY OF KASUKABE, SAITAMA PREFECTURE NEXT TO GREATER TOKYO. THROUGH SEVERAL ANALYSES, IT IS FOUND THAT THERE IS LITTLE POSSIBILITY TO APPLY THE UNITED RE-BUILDING METHOD IN SUCH DISTRICTS, AND THAT IT IS ESSENTIAL TO GUIDE SELF-HELP HOUSING IMPROVEMENT ACTIONS RESPECTING INDIVIDUALS, BY PRACTICING THE CO-OPERATIVE REBUILDING METHOD, ASSISTING THE PURCHASE OF THE NEXT LOT, AND HELPING THE WEAK TO IMPROVE THEIR HOUSES.
