JAPAN REGIONAL DEVELOPMENT CORPORATION HAVE BEEN DEVELOPING NEW TOWNS WITH THE AIM OF LOCAL AREA ENCOURAGEMENT SINCE 1974. COMPARED WITH A NEW TOWN PROJECT IN METROPOLITAN AREA, THERE ARE MANY DIFFERENT CONDITIONS - FOR EXAMPLE, MIXED DEVELOPMENT, A LARGE SCALE PLANNING FRAMEWORK TO THE EXISTING URBAN AREA, LONG TERM DEVELOPMENT, RECEIVING PEOPLE AND INDUSTRIES MOVING OUT OF METROPOLITAN AREA, LOCALIZED PLANNING. THEN. A WAY OF PLANNING AND MANAGEMENT IS VERY IMPORTANT FOR THEM. THIS THESIS ATTEMPT TO STUDY PLANNING MANAGEMENT THEORY OF NEW TOWN PROJECT TOWARD LOCAL AREA ENCOURAGEMENT BY COMPARISON WITH BRITISH NEW TOWNS, AS THE MODEL OF JAPANESE NEW TOWNS, AND JAPANESE MODEL IN METROPOLITAN AREA, WHICH HAVE BEEN GENERALLY CALLED "DORMITORY SUBURBS".
