This study examines 370 Development Ordinances collected from each municipality in the following manner: diving articles in patterns according to their objectives, thereby presenting the overall scheme, conducting a time-series analysis according to the patterns to outline the trends, and then extracting the two generation patterns, the compound pattern (in which several objectives are compounded) and the system pattern (in which the ordinance is applied systematically). Case studies and actual situations of generalizations are also presented.
