This paper aims to find out the operation of community organization from a point of realization and a role of government, and focuses on the types of environmental improvements together with development. This study begin with comparison of that type of organizations with others, followed by analysis of planning, achievement, and process in several cases. From the analysis, it is clarified for planning and accomplishment to build consensus of the main project, at first, and reflect the result to district plan or other administrative plan. The important points of operation are making clear the position and limit of organization, exchanging opinions with all area of local people, making mechanism of continuous activities of NPO, especially community Organization after the project has been completed.
