Abstract
On July 12, 1993, a large earthquake took place the south-west off of Hokkaido at 22:17, which triggered a large tsunami. The damage caused by the tsunami was so enormous that some fishing towns were destroyed. This paper describes how rapid and effective reconstruction planning was achieved prior to the Earthquake and clarifies some subjects with regard to reconstruction planning, such as organization, guideline, plan, consensus and fund.
