This paper deals with redevelopment district plans in inner Tokyo, and examines fairness and equality between floor area rations and construction costs for the public facilities. Firstly we classified twenty-two redevelopment district plans into three groups based on the pre-use of site, followed by the statistic analysis could be said that this fairness is caused through proper response of local authority, condition of real estate market and agreement between applicant and local authority.
