Focusing on the need for management and operation of taxi traffic in downtown areas, parking characteristics, which change by time of day, were analyzed, based on the results of observation of behavior of taxis arriving at and departing from taxi bays. Using the results of questionnaires regarding taxi drivers' consciousness, this studies also clarified use characteristics of taxi bays and criteria for choosing to wait for passengers either at taxi bays or in cruising taxi traffic. Based on the results of the above observation and questionnaires, cruising taxi traffic volume by time of day, in which mean arrival rates of passengers differed, was estimated using the queuing theory and taking into account the maximum allowable number of parked vehicles. As a result, it was possible to estimate cruising taxi traffic volume, which could not be estimated based on conventional day-long average parking phenomena, with estimated values generally found to be appropriate.
