In late years, in a field of micro-area transportation planning, development of plan that considered resident's participation and inhabitants consciousness is expected. In this paper, authors reported about the serial process to reach the stage of micro-area transportation planning from the stage of City Master Plan in Shimoda City (Shizuoka Prefecture). Shimoda is well known by the heavy traffic congestion and through traffic on holidays as well as by the intersections of built-up area outskirts. To solve problem, from the analysis of resident's consciousness for our suggested traffic improvement planning, we investigated a method of micro-area transportation planning after now.
