Abstract
This study is focused on a typical example of the sewage construction project as a part of city planning, and clarify its implementation system; who planners were and what their visions were in its history. Gifu Municipality became the first city which realized the separate sewage system in Japan, based on the regional irrigation / drainage system which had just developed in downstream area. Although the planning institution had not well organized in sewage construction field, Mayor Matsuo made the outline of the project and passed it to an engineer, Abe Genzaburou, who enthusiastically invented the solution from his practical efforts. It was the process by which the municipality acquired the perspective of vast area going far beyond the boundary designated for city planning, keeping with the contemporary regional planning.
