Abstract
There is an urban policy called 'Transit Mall' which restricts vehicle access to central areasand reserves main roads in central areas only for pedestrians and public transport. In this paper, we have worked on this'Transit Mall' and estimated the effect to people's shopping destination choice when the policy is introduced. More precisely, we built a destination choice model and estimated the value of the introduction. Then, we put the value into the destination choice model and estimated how trips to the city centre would change under the assumed condition. From the result, 'Transit Mall' has a potential to increase the number of people coming to the city centre for their shopping.
