This paper purposes to identify a workable mechanism of decentralized procedures on a national standard of shrimp production, and analyze how processing companies and shrimp farms adopt it. Coastal aquaculture in Thailand has developed as an export-oriented industry, which is required to adopt adequate food chain approaches. A process confirmation method such as Good Aquaculture Practices (GAP) is recommended to shrimp farms. As a national standard, GAP has been widely extended. Department of Fisheries plays as a de facto scheme owner, and related agencies are assigned as certification body and inspection body. A provincial fisheries office works for extension and issuing any needed documents of GAP. A provincial research agency monitors and audit shrimp farms. Such a decentralized mechanism has worked effectively.
