Abstract
Now it is encouraged to realize compact urban layout in planning fields. At the same time, services such as shops and offices are retreating from region because of decreasing population. These changes cause potential new risks that give rise to inconvenience for residents. This study aims to clearify these new risks lurking in future urban layout. Case study is executed in Kurashiki city and real transportation behavior of residents are examined. The result shows that in case of shopping, potential risk of residents who live in outer central area who rely on bicycle are most serious. The important point is that retreating urban service from suburbs does not always make most serious impact on suburb resident who rely on personal car.
