This paper studies actual conditions and its planning problems about the revision of planed roads that has been carried out according to the guidelines formulated by the planning department of the Prefecture governments and major city governments. Although most of the planning departments do not tackle alternatives against the abolishment of the planned road, some city government in Ishikawa Prefecture try to review relatively positive alternatives according the Prefecture's Guideline. Several actual cases of revision of planned roads were studied by field surveys and interviews to officers of Prefecture and City governments. As a result of the study these are concluded as follows. Positive proposals are talked at the adhoc committees for the revision of planned roads, but most responses by the planning officers are abstract and actual alternatives were hardly prepared. This kind of situation is caused by the linkage absence between review of the planned road and urban planning and weak planning institutions for the realization of the planning proposals except the planned road system.
