Over the last two decades measures toward the compact city have been conducted in some cities in Japan. But, the effect of the measures is insufficient for reducing the demand in suburban development, and it may require considerable time to become effective for smart shrinking. The purpose of this paper is to clarify the systematized measures toward the compact city with the new concept of “location management”. As the result of data gathering from local authorities in Japan, the measures were classified into three categories, which is pull measure, push measure and relocation measure. Most of the measures fall into the category of pull measure for the reason of seeking the attractiveness by local revitalization.
