Abstract
The rural communities in the middle mountainous areas and islands or peninsula suffer from low birthrate, aging and depopulation. In order to maintain the infrastructure in these areas, the income transfer from the other region is necessary. This study analyzes the influence of combination of survey items on investments for the transportation policy in the rural area. Following two hypotheses are tested in this study are as follows: 1) understandings of the policy increase, 2) the WTP increases, when the experience and the cognition of respondents about the transportation policy in the rural area are evoked by survey items. In order to specify the survey item effect, specify the survey item effect, the propensity score is applied in the WTP model. Statistical analysis proved the above two hypotheses. We can conclude that the survey items can be utilized as a communication tool to the respondents.
