Abstract
This paper studies the specified conditions and regulations of ordinances by Article 34-12 based on the questionaire survey for prefectures and designated cities. As a result of the study, it is clarified that some municipalities set down “Special Area Type” which could reflect local characteristics although most municipalities set down “Fixed Development Type” in order to simplify and accelerate the procedure.
“Special Area Type” is applied to vitalize the existing villages and local industries. Its area designation is done by quantitative standards and the admitted use of building is prescribed according to the local area characteristics. It could be an effective planning system for regulating land use activities in urbanization control area.
On the other hand, there would be possibilities of excessive development and the gap of the land use control level between adjacent municipalities. It is necessary to make a land use plan for the wider area and to apply ordinances appropriately.
