Abstract
Deregulation for the domestic aviation policies has been promoted in Japan since 1986, such as liberalization of fare setting. And since 2000, it has been promoting entry of new airlines called LCC to market. Many studies have evaluated the effects of airline deregulation policies, however, most of them are based on qualitative approach. The existing studies on quantitatively evaluation of the influence of airline deregulation for improving user convenience is quite few. This research aims to analyze the impact of deregulations after 2000 quantitatively, from the viewpoint of the time series change of the legacy carrier network, regular fare, the correlation between route distance and fare and effective air fare level comparing with airline financial situation. As a result of this study, it is found that the deregulation has brought competition to the airline market and a profit to passenger. In particular, multi-tracking operation and revision of Aviation Law have brought airfare reduction, introduction of range-airfare system reduced the disparity of full fare among flight segments. However, negative influences such as the rise in the regular fare of the legacy carrier and the decline of the regional network have been clarified after 2000. Airlines financial situation was revealed to be not improved by the deregulation policies.
