Abstract

Since the management of regional railways in Japan is generally difficult, there are problems with network services such as frequency of operation, and several routes have been abolished. Under such circumstances, in recent years, some routes have been maintained by the vertical separation measures, but there are problems with convenience such as the frequency of operation. In order to make the city sustainable, it is necessary to take measures to enable sustainable and highly convenient operation services, and the public-private role sharing method will be effective. The method requires ensuring the appropriateness of the amount of public funds, ensuring the fairness of entry into operation, and the possibility of continuous entry by existing operators. Therefore, we will clarify the operation entry procedure that meets the above requirements and makes the management of the operator sound and sustainable, based on the knowledge of regional requirements, regional contribution, etc. in public procurement.
