After the Sanriku tsunami of 1933, several tsunami countermeasures were proposed by the government and researchers. In Miyagi Prefecture, relocation to higher ground and measures such as breakwaters and seawalls were also planned. But the seawalls were constructed in a limited number of areas. In this study, we analyzed the commonalities among the targeted areas, and examined tsunami damage, relocation to higher ground, development plans, and road conditions. As a result, it was clarified that the priority purpose of the seawall installation plan in Miyagi Prefecture was not only the protection of human lives and local area, but also the protection of prefectural roads.
