In this study, the authors reviewed the existing manuals and guides on local public transportation and the unique cases of their introduction and extracted the issues that local governments are facing in the field. Based on the reviews, we conducted a questionnaire survey of municipalities for observing effective factors evaluated by each municipality for introduction of community bus and DRT. In conclusion, it was observed that the effective factors of community bus such as target trips, consideration of operation, demand-perspective, setting objective and monitoring were taken into consideration. On the other hand, effective factors on DRT are indicated only as setting objective and monitoring. Therefore, the author found that there are different effective factors between modes because of operational characteristics and demand characteristics.
