Abstract
 On the basis of some instructions of the East Japan Grate Earthquake Damage, it is required for the local government that the BCP is shoud be made to keep main important functions in out of supposition. Even if the functions fall into be faires, it is required to recovery as soon as possible. In this paper, the concept of BCP and disaster mitigation as well as disaster prevention for local government based on 4 disaster resilience indices such as “robustness”, “redundancy”, “resourcefulness”, “rapidness”. Furthermore, it considers loading a resilience engineering function (four capability, respond, pay attention to, anticipate, and study) on the problem of reservation of the resource which becomes important for disaster developmental time. And the governmental agency BCP decision technique in which the effectiveness by construction of resilient organization control is high is proposed.
