Practical Application of Portrait Rights Guidelines to the Sun TV Images of the Great Hanshin-Awaji Earthquake; Toward Publication in the Kobe University Earthquake Disaster Materials Collection

Abstract

Kobe Univesity Great Hanshin-Awaji Earthquake Disaster Materials Collection has released one video and 189 material images for release to the public on three occasions since January 2021. These are earthquake-related images filmed by Sun TV immediately after the Kobe Earthquake. Portrait rights, which had been an obstacle to the release of the image, were determined using the "Portrait Rights Guidelines" of the Society of Digital Archivists of Japan. As a result of this study, it was found that if the guidelines are used and points are carefully calculated, the barrier due to portrait rights for most images can be overcome.
