Abstract
Considering that local SMEs are one of the main players in regional innovation and that innovation
without IT is difficult to imagine in the age of digitalization, IT support measures for SMEs should be considered as contributing to regional innovation.
Since the national policy considers SMEs as a spot, we decided to take up the IT introduction support policy of Kyoto City, which made a similar effort, and consider how it could contribute to regional innovation. As a result, it was found that neither the national policy nor the Kyoto City policy has reached a level that can be called innovation, and that they are still at the stage of building the foundation for innovation.
