Application of social survey to technical cooperation project on waste management in developing countries

Abstract
In general, the counterpart organization of technical cooperation project on waste management implemented as Official Development Assistance (ODA) is a public organization who is providing a public waste management service in given area. Therefore the project naturally focuses on capacity development support of the public organization and relevant institution. However the ultimate beneficiary of the project is not the public organization but the residents and/or business firms in the area who are getting the service. Therefore it is very necessary to reflect the needs and opinion of the ultimate beneficiaries when the project is designed, implemented, and evaluated. Two types of social survey method, willingness-to-pay survey and satisfaction rating survey, were applied in the JICA technical cooperation project on waste management in West Bank, Palestine, which have contributed to identify exact needs of beneficiaries, to clarify the issue in the area, and to evaluate the project performance/achievement at the Joint Terminal Evaluation. Based on the experiences, the significance and the effectiveness of social survey method in cooperation project will be discussed, and the points to be considered will be summarized when social survey method is planned in cooperation project.
