Solid waste management is one of the major environmental issues in Dili, the capital city of Timor-Leste. Urbanization and rapidly growing economies in Dili have a direct influence on an increasing generation of municipal solid waste day by day. Generally, solid waste management in Timor-Leste still uses the old paradigm that is collect-transport-disposal or end-of-pipe solution, in which waste is collected, transported, and disposed of at the final disposal. Collection and transportation with open trucks at communal temporary waste containers and disposed at Tibar landfill without a transfer station. Recycling activities are informal and carried out by small companies. Pre-collection, sorting, and composting activities which are essential in Dili due to the high amount of organic waste are not included formally in the current solid waste management system in Dili. This conservative system would result in vulnerability on human health risk. The objectives of this study are to reveal a structure of solid waste management problems into a hierarchy and to develop the strategies for solid waste management in Dili city using the Analytic Hierarchy Process (AHP) approach.
