A system is proposed to store C0_2 under deep ocean. CO_2 clathrate hydrate has great important rule of the system. According to the idea that C0_2 hydrate membrane rebuilds under stress, the rebuilding rate of CO_2 hydrat membrane which forms at the interface between liquid C0_2 and fresh water at 40〜45MPa was measured by Du-Nouy type surface tension meter. As the result, it was found that the rebuilding rate of C0_2 hydrate membrane was nearly equal to the lateral growth rate. The result suggests that the rebuilding mechanism is similar to the lateral growth mechanism. And the result is well qualitatively explained with a model based on the rebuilding of the hydrate membrane.
