In the present paper, we examine the parametrization of all stabilizing controllers for certain class of non-minimum phase time-delay system and application to bilateral control. A parameterization of all stabilizing controllers for linear minimum phase was studied by Yamada. First, we expand the result by Yamada and give the parametrization of all stabilizing controllers for certain class of non-minimum phase time-delay systems. Finally, using the parametrization of all stabilizing controllers, a design method of bilateral control systems is proposed.
