This study is based on a proposal that ordinance-designated cities should have special management for street furniture. They are able to manage prefectural roads and respond quicker than ordinary cities beacase in order to establish ordinance-designated cities, rights has to be transferred to cities from prefectures. However, management of street furniture in cities depends on the local judgment of the public value, and yet there is no specific authority for this in ordinance-designated cities. It is hard to determine management for street furniture, as most cities follow national decisions, but ordinance-designated cities should seek originality within national guidelines.
