非行の「一般化」現象と家族崩壊

The recent increase of juvenile delinquency in Japan marks the third peak since the end of the World War II, succeeding the first peak in 1951 and the second one in 1964. And ever since 1972, there has been a continuous increase in the number of juvenile delinquents placed under the protection and guidance of the police. And it is pointed out that there is a "generalizing" tendency of juvenile delinquency as a distinctive feature in recent "Generalization" means, it is told, the juvenile delinquents has come to be observed in a number of families blessed with both parents and economically favoured circumstances. However, an investigation reveals that the "generalization" is not applicable for the cases of children being consigned in the home for training and education of juvenile delinquents. The stepparent and most of them are the recipients of public livelihood assistance or stand on the lowest border class above them. The author of this paper tries to explicate the interrelations between the juvenile delinquency and the questions of parents' divorcement which bring down to the one-parent or stepparent family. The author points out as a conclusion, that the questions of divorcement should not be settled only as a matter between the concerned parents but it is a serious problem that must be tackled with by a whole family including children. Without consideration and settlement based on such a viewpoint, it threatens to the infringement of the children's human rights and they are very liable to be involved in the delinquency. And here, the author evokes lots of attention for the roles and responsibilities of school teachers. Teachers should direct much more of their concerns about the family questions of their children and positively perform the role of case-workers for them, who easily fall into an incipient stage of delinquency in their primary and iunior high-school days.
