This paper revews the actual administraton conditions of day nurseries based on the nowly established rules in Niigata, in addition to the comparison of the conditons during the government agency day, In the text. I gained the following conclusions. (1) Taking advantage of establishing the rule in municipalities after the business entrustment, some of them where had been no such standards, enacted the similar rules meeting the requiremnts of national standards. (2) In spite of this, the study resulted that the number of municipalities where there was a change in standards amouned to only less than 10% of the total. This shows that the greater number of them does not change the standards at all. (3) Behind the scene, there lies the aggravating problem that only very small number of children enter the day nurseries. (4) Overlooking the actual condition of the admission by welfare refferral day nurseries in Niigata, it is said that flexible measures have been taken in accordance with the actual conditions in individual municipalities with respect to the treatment of those who are "not nurtured" due to social circumstances. (5) However, some bad aspects against users could also be observed in those measures. The care for children who are especially under the age of 3, seems to be the worst among others. Consideration : As being clearly states in the text, hardly any change can be soon in the actual conditions in municipalities even after the enforcement of their own rule. As a whole, the mood of"Entrance into Day Nurseries without Exception" has been even more strengthened. Individual municipalities must establish their own child care standards and conduct its own administration in the direction to give the nurturing facilities a new function as the child nurturing centers, while taking the cabinet order stadards as the minimum guide line.
