抄録
Community welfare has many functions as it's role in society. In this paper, I intended to prove some problems of man-power in social welfare. To make clear the points of discussion, I was considering the present situation of the council of social welfare in which I have been devoted myself for long time. The major attempt of this paper are concluded next two points. The first is to consider the possibility of man-power as expectable improver of social welfare. The second is to enphasis the necessity of synthetic coping with it in professional system of social welfare.
