Abstract

Practice of shelter management planning in cooperation with city officials and facility managers from facility construction stage.   This study aims to develop a new original operating model for a large-scale shelter in the aftermath of a severe earthquake. Throughout 16 WG activities with city officials and facility managers, we have implemented large-scale evacuation shelters such as an advanced this facility's shelter management manual, introducing disaster prevention programs, and introducing NPO groups that can be supported. Through those activities, changes in awareness and behavior of city officials and facility managers were observed. In addition, as a large-scale shelter management tool that can be used at other facilities, shelter management checklists for all other shelters, and a shelter assessment sheet for self-assessment after the disaster. Shelter design 25 was created, showing requirements for shelter facilities (hardware) and operation (soft).
