For increasing the momentum to consider about “resident-centered management model” through a workshop named “University for Learning about Operation of Evacuation Shelters Totally twice workshops were conducted for residents of a community council in the Onohara district of Kamisu City, Ibaraki Prefecture, with the aim of realizing community initiative shelter operational model. In the first workshop, the participants were able to visualize the problems that occur at shelters, and their awareness of self-management increased. For the second time, an educational program was planned with the aim of enabling residents to start moving independently after the opening of shelter. Through group work, the authors were able to find signs that the awareness of the participant was changing in the direction of being proactively involved in shelter management.
