In A One Hundred Year History of School Districting, adherence to the upper secondary school districting system is noted as one of the three principles (hereinafter referred to as "upper secondary school principles") strongly advocated by the general headquarters at the time of the establishment of any new school senior upper secondary school “to pursue the ideals of democratizating education and equalizing opportunity and to correct the former system’s disparites between upper secondary schools, girls’upper secondary schools, upper secondary schools and practical schools.” (present author’s translation)
However, the system of the school districting system itself was issued in Showa16(1941) about the enactment. And in Showa17(1942) 5 prefectures implemented, 6 prefectures implemented in a manner similar to that. In other words, the secondary education policies made before and after World War II were similar.
Discussions on that discontinuity and continueity between the prewar days and the postwar period have been held in various fields, but there are few comparative studies on the continuity and heterogeneity of the new school senior upper secondary school districting system.
This study empirically clarifies the factual circumstances and features of the prewar and postwar school districting system on the process of establishing the school districting system in Wakayama prefecture and its background. Both systems are the same as the system, and the school districting system after the war could not fully achieve the purpose of equality of educational opportunities, but I think that the idea is different.
