大学教員採用に関するポジティブ・アクションの政策過程
―中央省庁等改革後のアクターとネットワーク―

In recent years, some open recruitment of university staff have been limited to female researchers, to increase the current low ratio of female faculty members. The measure is classified under the category of “strict positive actions.” It has been enhanced after introduction of “MEXT competitive project funding “Women Researchers Promotion Program”(2009). This research note analyzes the policy-making process of this funding program, focusing on new interactions of actors and networks created by the effects of the Central Government Reform (2001).

The following features have been found: (1) the influence of the Council for Science and Technology Policy in creating basic national plans, budgets, and evaluations; (2) coordination functions of the Gender Equality Bureau of the Cabinet Office; (3) the close unity of the questionnaire survey conducted with the cooperation of the Japan Inter-Society Liaison Association Committee for Promoting Equal Participation of Men and Women in Science and Engineering (EPMEWSE) and Government Policy Papers; (4) recommendations and report activities of the Science Council of Japan; (5) shared policy ideas from model programs; (6) active coordination of the Science and Technology Policy Bureau; and (7) the effects of intergovernmental personnel exchanges (especially female bureaucrats).

The next phases of this research will focus on the broad background relating to these actors and networks and will contribute toward examinations and discussions of the changes of higher education policy caused by the Central Government Reform.
