This study aims to examine the current state of educational support at facilities accepting foreign nurse candidates (hereafter, candidates) who have come to Japan under an Economic Partnership Agreement (EPA) and future educational support methods. An anonymous self-administered questionnaire survey was given to Japanese nurses who were supporting the candidates and the foreign nurses. The results revealed that Japanese nurses believed that “nursing practice support provided by Japanese instructors with cultural differences borne in mind” and “study sessions to prepare for the national nursing exam, questions in clinical settings, and emotional support from teaching faculty” were correlated with the candidates’ nursing proficiency. It was also found that on-site education, including cross-cultural understanding, Japanese language education, and mental support, is also important. These results suggest that spiral learning of on-the-job training and off-the-job training is effective in supporting foreign nurse candidates.
