The term of “health-uninterest population” has been used frequently mainly in the field of health promotion and public health. However, its definition has not been clearly established. This paper aims to propose different identifications and definitions of the health-uninterest population and the approach to them. The health-uninterest population can be identified as follows basis: the transtheoretical model; a single question of interest in health; the interest in health scale; unhealthy behavior or their accumulation; and socio-economic status and vulnerability. We proposed that the level of interest in health refers to the degree of health consciousness, health motivation, and health values. Then, health-uninterest population could define as people who have a low level of interest in health and are at risk of deteriorating health.
