Abstract A series of natural disasters have happened here in Japan. People who basically need social care services are also the people who need special support in disasters. So the countermeasures for those people include both preparedness and response for disasters. This paper deals with counterplans to support the elderly people in disaster, which are now being developed for the mitigation strategies for victims. This features both a disaster prevention approach and a social welfare support approach. Joining both approaches is more effective than either approach alone. Each requires the cooperation between two approaches and collaboration with people in the community. Community general support center could be one of the key institutions to help elderly people in disasters. Thus, in the long run, social policy for disaster should be formulated integrating the Departments of Disaster Mitigation and Social Welfare.
