Parameters of the oxygen plasma are discussed for a discharge pumped oxygen iodine laser. The oxygen plasma is considered to be the source of excited singlet delta oxygen molecule. Theoretical studies are carried out to predict the appropriate electron and gas temperatures and the appropriate discharge pressure for the generation of a1Δ state of oxygen molecule in the oxygen plasma, based on physical chemistry with a simple atomic and molecular reaction model. In the model, we include atomic and molecular collisional processes as well as electron collisional processes. We also include dissociation of excited oxygen molecule, electron impact excitation and deexcitation between molecular excited states. It was found that the electron temperature should be about 7000-9000K, whereas the gas temperature should be less than 1000K. The oxygen plasma should be in the state of thermodynamic non-equilibrium.
