This paper reports on the status of the recovery from the Great East Japan Earthquake in the Tohoku area by looking at the last four years, specifically people such as inhabitants, tourists and municipal aid workers. Due to the serious destruction by the tsunami, most of the affected areas in Tohoku still struggle to recover from the disaster. In particular, they are facing a rapid depopulation and decline of local tourism. Moreover, the local governments have accepted municipal aid workers from all over Japan to support the personnel shortfall caused by the disaster. In the case of Minamisanriku-cho, Miyagi Prefecture, the rebuilding of homes for inhabitants is slow in comparison with the reconstruction of public infrastructure like roads and fishing ports. Young inhabitants also tended to leave the town due to the destruction of the local industries. In 2013, Minamisanriku-cho started a town meeting to slow depopulation and attract tourists back with the help of inhabitants and experts from outside of the town.
