Aid agencies in the developing countries play major role as the development actors in the local sphere. This paper will examine how networks of aid agencies and local producers territorialise development in the local space from the actor network perspective. Malawi, the poorest nation in Southern Africa, implemented one village one product movement or OVOP as the local economic development policy through the Japanese ODA programme. The author observed 2 OVOP cooperatives since the implementation in terms of organisational development and their network building in the locality.

One case indicates that despite the development actors in project implementation and network building, once observed territorial impact have gradually disappeared. In the other case, a producer’s dominant leadership embedded in the localized groups of producers brought impact to its territory and attracted neighbouring artisans to join OVOP.
